REPUBLIC OF LATVIA:Andres SERGUNTS




Amnesty International has just learned that Andres Sergunts was executed on 7 April, following the rejection of his petition for clemency in February by the Presidium of the Supreme Council. The 33-year-old man had been sentenced to death in July 1992 on two counts of premeditated murder under aggravated circumstances. To Amnesty International's knowledge, this is the seventh execution to have been carried out in Latvia since the beginning of 1991.


Thank you to all those who sent appeals on the Andres Sergunts' behalf. Please send additional appeals as set out below.


FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express and airmail letters


- expressing regret that Andres Sergunts has been executed;


- expressing the view that this execution is a retrograde step when the worldwide trend is moving towards total abolition of the death penalty;


- calling for an immediate moratorium on all death sentences and executions until an exhaustive review of the death penalty has taken place;


- urging that abolition of the death penalty be incorporated in the criminal code and constitution.
