We have received the sad news that Oleg Moldagaliyev was executed earlier this year.


Oleg Moldagaliyev was transferred from death row in the Zapadnaya Kazakhstanskaya region to a prison in Almaty, the capital of Kazakhstan, on 19 June 1995. Since then, his mother has been trying to establish her son's fate. She has finally received notice from the prison authorities in the Zapadnaya Kazakhstanskaya region that the prison in Almaty informed them of Oleg Moldagaliyev's execution in a letter dated 18 July 1995. However, she was not told the exact date of his execution and it is not even clear whether the Almaty prison director mentioned this date in his letter. At the time of writing, Oleg Moldagaliyev's relatives have still not received official notification of his death.


BACKGROUND INFORMATION


Amnesty International has learned of similar cases in the neighbouring Central Asian republic of Uzbekistan where the families of people who have been sentenced to death have been left without news of the condemned person for many months. The families are unable to get confirmation of whether their relatives are alive or dead. Similar practices are also known to have taken place in the former Soviet republics of Ukraine and Georgia.


FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express/airmail letters in English, Russian or in your own language:

- expressing deep regret at the execution of Oleg Satanovich Moldagaliyev;

- urging President Nazarbayev to commute all other death sentences that come before him;

- urging the Kazakh authorities to put an end to the agonizing uncertainty the families of death penalty prisoners are experiencing by informing them of the time and place of execution.
