Amnesty International has learned that the Clemency Commission of Kyrgyzstan reviewed Grigory Abramov's petition for clemency on 18 June 1993. The members of this commission could not come to any decision as to the fate of Grigory Abramov and a second clemency hearing has been scheduled for August, exact date not known. The Clemency Commission passes its recommendations to the President of the republic, who has the ultimate authority to commute or uphold Grigory Abramov's death sentence. Since this is the last stage in the appeals procedure and the case for recommending execution appears disputed within the Clemency Commission, it is vital that the maximum possible pressure is exerted on behalf of Grigory Abramov.
Grigory Abramov had been sentenced to death on appeal by Bishkek City Court on 9 December 1992 for killing a state security guard.
Amnesty International opposes the death penalty in all cases without reservation, on the grounds that it is a violation of the right to life and the right not to be subjected to cruel, inhuman and degrading treatment or punishment as proclaimed in the Universal Declaration on Human Rights. The organization is appealing to the Clemency Commission to recommend to the President of Kyrgyzstan, Askar Akayevich Akayev, to grant clemency to Grigory Abramov and commute his death sentence.
FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express and airmail letters either in English or Russian or in your own language:
- noting that you are aware that a second hearing has been scheduled to consider Grigory Abramov's petition for clemency after members of the Clemency Commission failed to agree on recommendations to the President in this case on 18 June 1993;
- urging the Clemency Commission to recommend to the President to commute Grigory Abramov's death sentence;
- urging President Akayev to grant clemency to Grigory Abramov, and to commute the death sentence;
- urging President Akayev to commute all other death sentences that come before him.
