Consists of chapter 13 of a major AI report on "disappearances" and political killings, to be published in early 1994 by the Dutch Section of AI. This chapter discusses ways of dealing with political killings by non-governmental groups. It spells out AI's policy on abuses by armed oppostion groups and summarizes accounts of recent killings by such groups.
