Southern Africa: Policing to protect human rights: A survey of police practices in countries of the Southern African Development Community, 1997-2002

In Amnesty International’s view, protecting and promoting human rights are not incompatible with effective policing. Although this report notes failures, it also documents initiatives to make policing more effective and responsive to communities’ needs. The international community has a role to play in the SADC region, which has suffered years of armed and civil conflict and pressures on its economic resources, by increasing its efforts to assist this transformation process.
