In this report, Amnesty International highlights the increased lack of protection for civilians since 8 February 2002 - when President Taylor declared a state of emergency in Liberia - and the need for the international community to take concrete steps to provide greater protection for civilians. Amnesty International is calling for human rights monitors to be deployed and to have access throughout the country to monitor and publicly report on the human rights situation in Liberia
