This document looks at violations of human rights such as arbitrary detentions, torture and ill-treatment which took place following protests in Guadalajara during the Third Summit of Heads of State and Government in May 2004. Individual cases are cited. Recommendations made in a special report of the National Human Rights Commission have been rejected.
