This report describes AI's research into human rights concerns along the USA's southern border with Mexico, including recent allegations of ill-treatment and brutality by officers of the Immigration and Naturalization Service (INS), in particular the border patrol. Sections of the report are devoted to the treatment of juveniles and women by the INS, as well as the militarization of the US-Mexico border and the shooting of Esequiel Hernandez on 20 May 1997. The appendices include selected international standards and recommendations of the Citizen's Advisory Panel (CAP) to the INS.
