USA: The less than one percent doctrine: Texas set to execute another inmate for crime committed as teenager

For the past 14 years, the State of Texas has been intending to kill Anthony Cardell Haynes for the fatal shooting of an off-duty police officer in May 1998. Anthony Haynes was aged 19 at the time of the crime. The state has set a time and a date for his execution – 6pm on 18 October 2012. Amnesty International urges the Texas Board of Pardons and Paroles and the Governor to grant clemency to Anthony Haynes and to support a moratorium on executions as a step towards abolition in their state.
