Incidents of torture and other ill-treatment by law enforcement officials across Spain continue to be reported. A few preventative measures have been introduced in some law enforcement agencies, but there is still no independent mechanism for investigating complaints of serious human rights violations by law enforcement officials. This is a major aggravating factor in the ongoing climate of impunity. This report provides an update on the cases highlighted in a report published in 2007.
