This report documents cases of unacknowledged detention and of torture and ill-treatment in 1999, including cases of rape and sexual abuse and of death in custody as a result of torture. It gives an overview of some of the factors which may lead to impunity for perpetrators of torture, ill-treatment and "disappearance". There are detailed recommendations of the steps which need to be taken to end torture and impunity in Turkey.
