Since the military phase of the conflict in Chechnya drew to a close in the early 2000s, violence has spread outward across the Russian Federation’s North Caucasus region. Armed groups, increasingly diffuse in leadership and goals, now operate across the region. Security operations and human rights violations committed by military and law enforcement officials have followed in their wake. This summary examines the human rights violations in Ingushetia and the policies and practices that generate them.
