Amnesty International is seriously concerned for the safety of Luis Alberto Ramírez Hinostroza and his family, following a third attempt on his life. He is a key witness in the judicial process against Luis Pérez Documet, a retired general who has been charged with the 1991 “disappearance” of nine people in the city of Huancayo.
On 1 June, Luis Alberto Ramírez Hinostroza was reportedly shot at from a black car with tinted windows as he and his bodyguard left Mariscal Castilla Park in the capital Lima. Neither was injured and his bodyguard returned fire before Luis Alberto Ramírez Hinostroza sought refuge in the nearby Legal Defence Institute, Instituto de Defensa Legal,which is a well known human rights organization in Peru.
Prior to the shooting, Luis Alberto Ramírez Hinostroza had reportedly been sitting on a park bench looking at solidarity letters from all over world, which were previously given to him in by lawyers from the Legal Defence Institute.
On 2 June, the Legal Defence Institute reported the incident tonational authorities and to the Intern-American Commission on Human Rights.
RECOMMENDED ACTION: Please send appeals to arrive as quickly as possible, in Spanish or your own language:
- expressing serious concern for the safety of Luis Alberto Ramírez Hinostroza and his family, following a third attempt on his life on 1 June 2005;
- urging the authorities to do everything necessary to ensure their safety in accordance with their own wishes;
- calling for a full and independent investigation into the attempted killing of Luis Alberto Ramírez Hinostroza on 1 June 2005, for the results to be made public and those responsible to be brought to justice;
- urging the authorities to make public the outcome of the investigations into the two previous attempts on his life;
- pointing out that Luis Alberto Ramírez Hinostroza is a key witness in the judicial process against Luis Pérez Documet, a retired general who has been charged with the “disappearance” in 1991 of nine people in the city of Huancayo.
