PERU Luis Alberto Ramírez Hinostroza (m)

Members of his family

O
n 15 September, two unknown individuals on a motorbike reportedly shot at Luis Ramírez Hinostroza as he and his bodyguard were walking home in the capital Lima. Though neither was injured, Amnesty International is concerned for the safety of Luis Ramírez Hinostroza and his family as this was reportedly the fourth attempt on his life.

Luis Ramírez Hinostroza is a witness in the trial against Luis Pérez Documet, a retired general who has been charged with the 1991 “disappearance” of nine people in the city of Huancayo. Prior to the latest attack, a car was reportedly seen in front of Luis Ramírez Hinostroza's home on 29 August and the driver was apparently videoing his movements.

After the alleged third attempt on his life, in July 2005, the Inter-American Court of Human Rights ordered the Peruvian government to provide Luis Ramírez Hinostroza with increased protection. To Amnesty International's knowledge, he has not yet received such protection.
