n 15 September, two unknown individuals on a motorbike reportedly
shot at Luis Ramírez Hinostroza as he and his bodyguard were
walking home in the capital Lima. Though neither was injured,
Amnesty International is concerned for the safety of Luis Ramírez
Hinostroza and his family as this was reportedly the fourth attempt
on his life.
Luis Ramírez Hinostroza is a witness in the trial against Luis Pérez Documet, a retired general who has been charged with the 1991 “disappearance” of nine people in the city of Huancayo. Prior to the latest attack, a car was reportedly seen in front of Luis Ramírez Hinostroza's home on 29 August and the driver was apparently videoing his movements.
After the alleged third attempt on his life, in July 2005, the Inter-American Court of Human Rights ordered the Peruvian government to provide Luis Ramírez Hinostroza with increased protection. To Amnesty International's knowledge, he has not yet received such protection.
RECOMMENDED ACTION: Please send appeals to arrive as quickly as possible, in Spanish or your own language:
- expressing serious concern for the safety of Luis Alberto Ramírez Hinostroza and his family following reports of a fourth attempt on his life on 15 September 2005;
- urging the authorities to do everything necessary to ensure their safety in accordance with their own wishes;
- calling for a full and independent investigation into the attempted killing of Luis Alberto Ramírez Hinostroza, for the results to be made public and those responsible to be brought to justice;
- asking the authorities weather they have investigated the previous attempts on his life and urging them to make the results public;
- asking what measures they are taking to comply with the Inter-American Court’s of Human Rights provisional measures of July 2005.
