On 1 May 2013 in Dallas, Texas, the George W. Bush Presidential Library and Museum will open to the public. While there will be some references to counter-terrorism detentions in the library’s publicly accessible materials, the degree to which George W. Bush was personally responsible for crimes under international law committed against detainees taken into US custody around the world is unlikely to be in the version of history promoted by this institution. The USA must ensure realization of the individual and collective right to truth.
