Amnesty International is concerned at the apparent increase in the incidence of threats and attacks on individual human rights defenders and human rights non-governmental organizations (NGOs) in Serbia. This document describes a campaign of harassment and intimidation against human rights defenders, and the failure of the Serbian authorities to provide those attacked with protection and redress. It ends with a series of recommendations which Amnesty International believes would significantly improve both the protection of human rights defenders, and their ability to contribute positively to the promotion and protection of human rights in Serbia and Montenegro.
