In Mauritania, the security apparatus has adopted torture as a system of investigation and repression. It is deeply anchored in the culture of the security forces, which act with complete impunity. Torture and other cruel, inhuman and degrading treatment are banned in all circumstances by international human rights law. This report shows how Mauritania has taken no steps to prevent torture and prosecute the perpetrators of such acts and makes a series of recommendations based on Mauritania’s obligations to implement international human rights treaties.
