This memorandum details reports of abuses from refugees interviewed by Amnesty International delegates working in the region, including harrowing accounts of killings, beatings and house burning committed by security forces and paramilitaries in the course of mass forced expulsions of ethnic Albanians. The document also contains concerns for the safety of journalists in other parts of the FRY, and monitoring of abuses by armed opposition groups and possible breaches of international humanitarian law by NATO. The document concludes with a series of recommendations to all sides in the conflict and the international community.
