The above-named, Professor of Philosophy at Bir Zeit University and a leading Palestinian figure in the Occupied Territories was arrested on 29 January 1991 and served with a six-month administrative detention order. The authorities alleged he was a leader of the Al-Fatah faction of the PLO and that he was involved in the drafting of literature inciting violence. He was also accused of gathering intelligence for the benefit of the PLO and Iraq during the Gulf crisis. Dr. Nusseibeh denied the allegations in a public statement given after his arrest. At a hearing on 3 February 1991, Dr. Nusseibeh’s detention order was reduced by three months.
